Can I take an interview appointment date available for student visa for the United States other than the Embassy/Consular located in my region?

When scheduling your interview, you may see different dates available at more than one Embassy/Consulate. If you have not been refused a visa earlier and a fluent English speaker, you may select an interview date from any Embassy/Consulate shown. But, if you are not fluent in English or were previously refused a visa, you must select a date only from the Embassy/Consulate covering the area where you stay.
