Yes.You can withdraw your application to appear for the IELTS test. An application for withdrawal / cancellation must reach the IELTS centre in writing along with the original receipt of payment of test fee 5 WEEKS PRIOR TO THE TEST DATE, the withdrawl application is sent after 5 weeks application will not be able to get any refund of the test fee.
