i am 30 years of age and i completed my graduation in the year 1999, so i have a gap of almost 10 years and i would like to know whether i am still eligible to study further.

Yes you are still eligible for study further.But you need to prove your gap period with legal documents.You also need to clear IELTS examination with minimum score of 6.5 band.
