Answer 1: Yes, you can definitely get education loan for overseas education and all the Indian banks provide that. To apply for the loan you need to have an offer letter from the university. Also as far as scholarships are concerned, you can apply for them but they are very very competitive and are not guaranteed. You can only come to know about scholarships once you have applied to the university before the scholarships deadline.
