Answer 1: Yes you need to report your GRE/TOEFL scores to the universities when you fill the online application and send other documents. GRE and TOEFL scores should not be sent later. If you are taking GRE and TOEFL in November in this case target universities which have deadlines in December until April. Also if you plan to apply to universities which have deadlines in October in this case email the Department and letting them know that you will be reporting the scores later.
